Census vital to communities
The state of Arkansas is falling behind the nation in filling out the census with only 59.7% of Arkansans having completed the census and 65.5% of the nation.
Never before has it been more important for residents of Corning and Clay County to participate in the 2020 Census. Every person counted represents funding for the state, county and city in which they reside. General Turnback for both cities and counties are based on population as stated in the following statutes: Counties: AR Code § 19-5-602, Municipalities: AR Code § 19-5-601, and County & Municipal special revenue (street funds): AR Code § 27-70-207.
Revenue to fund municipal and local governments comes mainly from Local Sales Tax, Utility Franchise Fees and State Turnback Funds. The term, “turnback funds” comes from the fact that the state “turns back” funds collected from tax revenue to cities and counties to provide essential services, such as; law enforcement, fire protection, waste services and street and highway maintenance.
